The community Welcome to our regular board meeting of April 27th 2021 we're going to call this meeting to order at 5:40 to 5:42 item number one roll call is Patrice stanzione Rivera Christina Flora present dr. Hello I'm going to sell cement it now in 1 instant representatives and I'll be updating you guys on our school starting with Siri give me a second okay starting with Don Julian we're happy to show that approximately 114 students are attending school in person we're welcoming another twenty seventh graders this week everything is going smoothly and we are thankful for all the support receipt to make our schools safe and healthy learning environment Raw Edgewood Academy hope this message finds all that's a community college healthy while and save we are excited to now have all grade levels able to return to hybrid learning yesterday we welcomed our 7th and 8th graders to campus and it was wonderful to see them all back in their questions learning with their classmates and teachers teachers I students have began training with capturing kids heart at kids hearts and love and are living we are excited to take what we have learned and too deep in the ways we capture the hearts of our Earth fourth and fifth grade students have had their second Mariachi class and are loving it thank you to the board for bringing this opportunity to our students wish you all the best of committing continued Health Wellness 4 seconds Elementary Sunkist Elementary would like to thank you to think our parents is that for working hard to follow off our house and say the protocols in person learning is going very we have approximately 55% of our student body 227 students attending for 2 days per week in the hybrid schedule our teachers have done a marvelous job of adapting to the hybrid schedule continue to preserve to meet the needs for all our tigers not forgotten wig we are in week 3 of hybrid learning and things are going very smoothly we are Overjoyed to have our students back and hope to see me in the coming weeks the Department of Public Health visited us on Monday and they were very pleased with all our all the measures we have put in place to ensure student and safety safety we are happy to report we achieved a hundred a hundred percent participation with our third and sixth graders in ELP AC testing was done remotely and made it a little more. fickle and challenging than previous years but thanks to the to the termination of our test examiners and support staff and support staff for making sure all yellow in those grades got tested thank you to miss but it is mr. Figueroa Miss oscetta and mrs. David if I don't need to update you superintendent task force we've met five times will be meeting again this week and hopefully extending that to one more meeting next month after the mayries on this task force is Jenna a an amazing job their dedication and hard work I must two men always started with about a Jefferson of 3.6 million which through the efforts of the superintendent their recommendations and insult that we have been able to reduce that down to about 1.2 million deficit in the third year with ongoing savings you had one time savings and we've had ongoing savings so I wanted to report that out to the board and also to the Bassett Community all of this while maintaining essential services and reopening the school it's been a difficult year and everybody has worked hard to make sure that our schools get open and that we stabilize our position as a I wanted to give you an update because I've been several rounds of one time money and of course one time money goes in helps us tremendously to buy one time items when time expenditures and we put that money to good use extensive plans through the ed services department conjunction with business services and your superintendent and it's been impressive I'm going back to 1920 where we first at the first rounds of one-time money sp117 was just over $57,000 and that helped us with PPE in the initial close down and then we had the cares act money Esther where we got just over $1000000 we get a million $45,000 we thought that was a tremendous amount of money then we got learning loss mitigation money and that was four million seven hundred thousand dollars just a big boost to help us with all of the things that we needed to get kids and staff back in school all of the different supplies and everything that we needed now we are in 2021 av86 has come along and we will be reporting out to you May 25th with an extensive plan of how to spend these dollars these are 4.4 m $10 more one-time funds to help us as we move forward in the next year some of these funds then exhaust in August of 2022 then the federal government is pushing in more Federal money for our district the American Recovery monies of Esther 2 and after 3 we have eliminari numbers on that 4.1 million + 9.2 million together if you didn't have a calculator I'm going to tell you that that's 23.6 million dollars of one-time funding over the course of these two fiscal year that will go out some of these funds will go all the way out to 20 24 to help us mitigate the Cove in and the opening of schools so I just wanted to give you a couple of updates and I hope that helps you sleep had lots of fun about the one-time money lots of questions about how we are solving our Cisco deficits in that third year so we're making a lot of progress and I want to thank you all for all of your help work thank you Matthew you gone to item number three presentation of Clifton Larson Allen yes thank you so as a reminder every school year the school school districts have to go through an audit of the financial statements once the books are closed who's the third party which is an outside company comes in and does the audit of our financials to verify its accuracy they do a random sampling of different areas and their findings normally would see this presentation in December or January but due to the pandemic it's pushed everything back the audit has been completed it will be posted on the website or it's actually on the gym itself that we do have a representative here to provide a report presentation to the board on the audit I'll turn it over to them hello good evening this is Tina Henton should I I don't know if I can I turn on my camera I don't know if I have a yeah okay let's see I don't use zoom very much I don't believe you care because you're still as a guess and Kane Brown if you want to go there you go what you know okay let me unmute there and all that looks much more familiar okay let me turn on my camera then there you go all right great thank you so much okay alright so tonight I am here normally you would see me in person but and maybe next year but thank you very much for allowing me a few minutes to go over the results of this year all that I just have a very brief presentation and adjust a kind of cover some of the highlights and of course as always once I'm done if you have any questions I'm happy to answer those. So let's see do penguin events the slide okay so first I always like to give an overview of really what the purpose of of the audit is and are got it really for Franny auditor the purpose is really to issue an opinion on the fairness of the financial statements that's our first and foremost Duty as we come in to do your audit we are looking at various items throughout I am making a determination on the fairness of the presentation of the of the amounts in the audit report so that's our first first priority and as you can tell in the next box there there's really more going on than just your financial audit we are also required not only am in Ed code requires that you do a financial audit but as you're well aware we also spend a great deal of time looking at various items. are dictated by the state controller's office for your state compliance those are all various grants that you receive from the state as well as your attendance and that of course because you get Federal money we also spend time low Apple's federal grants and rendering an opinion on those as well so we really it's much more than just the numbers are unaudited actuals were looking at many other items as well next slide please so they all that really is kind of summarizes what we do for the audit and first and foremost it's a risk-based approach so we are looking at your District as a whole we are increase throughout the organization doing some preliminary analytic procedures and that helps us determine which what procedures we need to do where we need to spend our time and make sure that we have addressed any areas that maybe need a little extra attention as part of that process we're going to look at your internal controls and and let's say so here I am. I could do this presentation without at least talking a little bit about the pandemic and our response so I as your Etha and her staff were well away are most of the audit was conducted virtually because of the shutdown so we were utilizing video conferencing screen sharing anything we could to try to continue to get the audit done and that audit evidence I did want to talk a little bit about the cares act funding especially since mistele brought that up about the various items that were granted through the cares act funding that did come in what I would do want to point out is that you will not see it in this audit report that were talking about so this audit report is as of June 30th 2020 and the funds were not approach hated by the state until 2021 which means in your next audit so your June 30 2021 audit is when we will see all of that cares act funding come through and actually be recognized so while it did come are we did have many conversations with management about it but we did not that's not actually in the numbers in your report yet because it's just not it just wasn't appropriated as far as the different things that we because of the pandemic in the shutdown we did spend some time making sure that even while your operations were were remote that your internal controls were still operating because you know when when you're not physically there and things maybe aren't getting signed and and things aren't proceeding through a process as normal we did spend a little extra time to make sure that authorizations were still happening and that thing you know things were still getting approved and still getting the appropriate sign off as your policies dictate so let's go ahead to go to the next requirement or the neck and then I was part of that you also got as part of the audit you also got a your governance communication this is basically our communication back to you ask board to let you know but what the the findings were from the audit so here we just wanted to summarize that we did Issue an unmodified opinion on the financials which is the highest and best opinion that we can render it does mean that the amounts that you see in financial statements are fairly presented and that the district has complied with all the appropriate accounting guidelines and included all the appropriate disclosure there were no significant changes this year as far as new accounting standards or anything like that so that was one nice thing in the middle of this craziness of the pandemic so everything was pretty much the same and I we always to let you know about any estimates that are in financial statements because in reality every financial statement that you see really has some form of estimate within it the ones that are the biggest estimates that are likable to the district are really have to do with the liabilities that are related to stars and purse and your other post-employment benefits because those are all Actuarial estimates and we do use those are we evolve wait both the actuary skill the data that the actuary use that census data and their assumptions we found them to be reasonable so we use the we used their estimate of a liability within your financial state we also would be required to report to you if we had any difficulties or disagreements with management even if they were resolved and I'm happy to report that none of those existed and summary of fight we did have three audit adjustments that were related to the accrual of lcff and property taxes and then there was also a post-closing entry that that was discovered by santha that we rolled through for her related to workers comp we did have two findings this year one was the finding related to the lcff and property tax accruals that's in there as in your report as finding 2020 - 01 and then the second finding is the state compliance finding that is related to classroom teacher salaries and that's in there is finding 2020 - 02 there was one prior-year finding that was that was related to closing procedures that we reported out as implemented and saw that one that one was cleared up next find our next us like please just really quick highlights of the financial statements I just put these in just so you can have a visual of what the final financial statements look like the really the biggest change here this is the statement of net position the really the the biggest changes related to your your assets and that was primarily driven by an increase in your accounts receivable because this year that June payment of the lcff was deferred and so it's city is a receivable and so that really is that the big increase it's there but when all you can see your total net position really was very similar to Prior year at -39.6 million next light and then August the statement of activities and here we can just see a generally a decrease both in expenses as obviously the district is going through many expense cutting but they're do what you're cutting expenses but also because of the shutdown those last three months of the year there was just less operation so you were spending less also that translated into to not all of the federal and state grants being spent and so there was a little more being rolled over carried over into the next year so that was you can see a decrease both in revenues and expenses but overall you had an increase in net income of just a are under $300,000 and next line and then this is just a nice picture of your your fund balance overtime this is actually a pictorial version of the report that is on page 65 of the audit reports your financial Trends in analysis where we show you the two prior years we show you the current year which this report is 20/20 and then what the estimate is of the budget and this gives you a pictorial representation of how the fund balance has grown over time that blue piece is the reserve and the whole Tire bar is the the total fund balance and the district has budgeted for well at least at budget adoption it was you were budgeted for 11% Reserve in 2021 a Time that has been revised several times now that we are you know well past 1st and 2nd interim so next slide and then for federal and state on a program it's as I mentioned previously we do we have to do audit procedures for both your federal and state grants so your federal program Federal programs do you have we have an unmodified opinion on compliance we had no findings related to your federal federal funds and I we tested head start this year and then your state program audit you can see all of those programs that we had the tests listed out on page 757 79 of your report there's quite a few there was we had no findings except for the classroom teacher salaries and that is all the other programs were fine and I think that might be it or just let next slide there's just always let my districts know that we do have upcoming standards that are changing this this year is Gatsby statement number 84 and it is addressing how you will be reporting your Associated student body funds so those Student Activity fund that will be changing this year we will work with Santa to help make sure that. Gets implemented and then the year after you will see statement number 87 involving leases and that's going to be a really big change that will become also so I know I'm taking quite a bit of time so I will wrap up if you have any questions I'm happy to answer those any questions from the boar okay thank you mr. I wanted to express our gratitude me something and one of the rest of the board thank you very much like you have any questions so we do appreciate the door thank you very much and is always I want to thank everybody there Santa is just tremendous and I certainly did The Lion Share work on this and I truly truly appreciate her thank you attention we do to we do too so we're going to move on to item number seven written communication and we do have written communication and talkin about miss vanjie it is letter from Lako practically say you nothing compared with the district's positive certification so again I would already communication praise goes to his Legend UPenn her team misdeal when are you a stalker what's your with this right now but thank you I appreciate it for the poor thank you item number 8 public comments the Board of Education welcome input from the air from the public in order to District business in Mortal reminder for the privacy and safety of speakers and to help stop respond more directly before policies required at public presentations billboard comply with getting procedures including give me address only items that are within the subject matter jurisdiction of the board when addressing the board speakers are requested to State their name address the board from Napoleon not here to the applicable timer 3 minutes total timer Republican put on either agenda or non-exempt items with limited to 20 minutes complaints follow the district complaint procedure before discussion with the four first we have bath at each location BPA that unibrow Hospital coming from PTA I believe that written statement read who has access to a written statement okay give me a few seconds will come back to you in a few minutes do we have any weapons to get there yes we have Mister Joe Korea hey can you guys hear me gray okay my name is Joseph Carrillo CST president today to speak on behalf of the members who are being considered for reduction or lay off most of these positions are instructional aides and we have one time fun specifically to find instructional aide I hope that through these funds the district can provide oportun please for these folks also the athletic trainer position is vital to Serious injury mitigation and supporting our student-athletes with any injury recovery needed I believe as we get closer to going back to normal our sporting activities also be back in full swing I believe the district will have a difficult time feeling this position without benefits or full-time given the minimum qualification are pretty high next episode in that's not on the agenda but nevertheless will be let go come June 30th is the information systems analyst position this position is vital to the efforts of the district and moving our student information system into maturity last year the board decided to postpone this layoff and approve it for the 20 22 Square however the situation has not changed our students system is still in its infancy and the need for support with all my registration and educational apps is only growing in fact California chart for cradle to Career data system which I will require school districts to submit even more data to Cal pad which is the primary database for K through 12 if the position is eliminated it will cause a bottleneck in our district with only one single person to service the numerous tickets and state deadlines already in place the maturity of our system system and our ability to support project becomes hamstrung God forbid something happens to this person or they want to take a vacation and now the district will need to reach out for contractors from edge of plantar sis vendor which is not cheap support for sis and data stop the decision to cut this area was at the time but most are approach it was not the most strategic it is a mistake I challenge anyone to have the discussion with me and in the end still be convinced that this is a good decision for Bassett when there are so many negatives I implore you to bring a resolution to next month's board me is positions for the sake of Bassett Leslie on a more positive note I would like to say that CSEA week is coming up next month and we are happy to hear that the superintendent is on board with combining efforts with us and the PC the really honor our CSEA members and Frontline Heroes we're thinking of a drive-through studying for goodies to celebrate so we're definitely looking forward to that thank you board for your time and consideration have a good evening thank you mr. Barajas there is no I in team that's a good one why have unions all they do is Dubai if a parent gives permission to the abuser to abuse their child what recourse does the law have number for if the superintendent lives leaves and no one else applies for the position and for example I'm the only one that applies would I get that job number 5 if the board members are so righteous and doing this for free then why do they receive health insurance for them and their families maybe they should refuse to do that and I'm not talkin your regular HMO number 6 if the board members disrespect the position they hold why are they confused when a passionate parent disrespect them number 7 are the board members selected to represent the teachers or students that's a good one if your children do not attend back to UNIF School District or actually never hash did you really have something to stay and support member is my children cannot attend and Bassett Unified School District neither can abusive teacher number 10 the biggest dinner is not the one that commits the abuse of the one watching it and saying and doing nothing number 11 rapper ages is not just for slaves 12 if what is happening here is not racism and what is it to all the board members decide there could be a very enjoyable relaxing summer or a stressful one number 14 if an employee portal case at work while getting paid does that change their job title the CDC states that three speed is safe why are we still implementing safety rule 16 how long does it take Lako to do a financial audit number 17 play posters child abuse Uber or around them are they trying to do mandated reporting number 18 bars churches restaurant strip bars Amusement star school stores warehouses trains planes and taco trucks are open why are we still zoom in our board meetings again thank you community for the support thank you some stuff for all the hate because that keeps me in Focus that we still have a lot of work to do we will speak next meeting thank you thank you Matt Sullivan usual hot. Kenzie has her Adam relis are you coming down tomorrow okay thank you Donna Morales hi can you hear me good evening to all board members and community and staff my name is Ana Morales and I wanted to speak tonight about a few things one it was about the last what was at the hearing for the PC position I know you guys are going to have a hearing after this there's rumors out in the community that are being sad from some other about I in Los Santos speaking on how we felt about that position and the person that was being selected that Mr Solano brought his Power Team to speak and you know I have news for whoever is saying that we do have a mind of her own don't underestimate our community we have very smart people and we can think for ourselves we were never to come and speak we speak because we hear was going on especially in the meetings and another concern that I have is the meetings that we have been listening 2 most of them on the comments being made by you know by people it's not about the children it's always about put down complaints about some board members some community I want it I want to hear me personally and the community speaking to a lot of community and parents we want to hear amor when people come and speak like my cell I want to hear what we can do at the team to to help the children of this community get an excellent education how can we make the kid for not make them welcome our kids and their parents to stay in our schools that would be one of the things that I would like to hear from people calling in and always you know it's always put-downs when I was going to stop fighting and focus on the education of our children help out you know dr. Alvarez and even the Ford Focus more on the education of our children are we forgetting why we're all here I think we are our priority should be number one the students of Bassett the students of Bassett community that is my I already and that is my love for the children of this community and I do want to say something to the Board of Education I know it was that already but that was in the in my mind you all have to remember the Wii Community elected you to sit there and I thank you for sitting there it has to be hard sometimes but the focus should be number one our students number two I think you should get the community and yes you should be concerned about the staff and teachers but our priority and number one I should be the kiss of this community and that's what I wanted to say that is my passion that was my love and I want to see this children stay here and do not have to be to stay next door Baldwin Park Hacienda La Puente West Covina I want to children to stay here and Bassett because this are our schools this is our community I can get an excellent education we should all put our minds together and work together and stop the put-downs please I'm asking you and thank you for your time thank you mrs. what are they mrs. well we're having several great things happening here at Bassett first and foremost our kiddos are slowly transitioning back to school this is so exciting and I'm very excited and very hopeful that we can send you on a positive track with this pandemic and that we can transition to a full return to campus in the following 21 please no the district leadership will ensure that we continue safety precautions to ensure the safety of our kiddos and well as our District staff I'd also like to add congratulations to miss Marcell receiving end of the year set a district 22 to receive the 2021 excellence in education this award was for her extraordinary work and nurturing our children made this award was received from Senator Susan Rubio's office congratulations again the star sale we are so very proud of you I had the opportunity to attend the final football game of the season as you all know I'm very passionate about sports specially used for the field was so decorated and looks absolutely spirit and it was so great thank you for the parents that came together for the team they were parents of spent the afternoon decorating the shield parents packing like snack meals for the students after I'm sorry for the players we have the band in Cher performing it was such an exciting atmosphere on the game oh my gosh the game The Last 51 seconds of the game were so exciting outcome was not what we had helped far but I applaud the players for giving it their all just do the same for a grave season thank you to coach coffee us for doing a great job with the team about two weeks ago I received an email where someone stated it's amazing what we can accomplish when we work together this is so true and as we heard earlier from a Community member just a bit ago we need to work together for the benefit of our students there there are things that we need to focus our energies on academics stability our facilities on building our community engagement I seen the power of the parents and it's so great let's harness that and let's work with that and it does seem at times but however it does what time so we can get caught up and get your booty and it takes away from our purpose here which is the students please know that I'm in binomial is discounting the concerns of the community but rather than going back and forth each other let's sit down and discuss these concerns when I asked that we work together this does not mean that we're always going to agree or we have to vote in the same way Ruth Bader Ginsburg said we can we can disagree without being disagreeable overtime of her great ideas from staff and Community talking in from Sports Community I've heard from teachers and a video put up on our website can some people can look at a video easier than they can you know read a memo so that's great but let's come to the table and share these ideas so we can make it work for improving the quality of are education here at Bassett and what we can offer our students as they save begin with the end in mind if we all work for the same goal we can accomplish great things for the students there is one thing I would to address and something that has been going around about board members in other people's pockets or something like that I would like to stay the no board member is in anyone's pocket for myself I was elected by the Community to represent our students it is the students that have my voice on there I am available to the community on stuff and I do listen to the concerns of our community and stuff we can't fix what we don't know is wrong so we do need to open our ears to listen Okay but also know that I will escalate the concerns that I do hear through proper channels the community and staff have my ear but the students have my voice so it start again please let's move forward together let's start focusing on what's important to students and having a plan to move forward our students right now and hybrid mode or hoping they'll come back in the world with hope we are hoping and praying to come back full in the fall let's plan for great fall thank you so much sausage appreciate your time thank you Miss Lori event at the mini-mall that really troubles me and gave me gave me pause as to what can we do as Leaders as a community and bouncer so I wrote The Following chosen by the public school board consider the needs of the students in a vision policy and goals for structure that will support student achievement and the district but most of all school boards supposed to serve as advocates for the students it just Public Schools school boards ensure accountability and all of this is according to the California school boards Association not my words that being said at our last board meeting we signed to I need my winter enabling is upgrade get it all the stuff we cannot move forward as a society as a community or as a district if this does not stop of light we seeing up weaning off and deadly violence in our community blocks for homes never is education more important than now at the last meeting instead of the wisdom of Nelson Mandela on the importance of it education as a tool for Change and ever so timely Edward James Olmos education is the vaccine for violence how important is that violence is born in Vallejo and yes as elected officials we can be called names and belittle
