Yes thank you Bra House Cleaning members of the board community and everyone presents my first just want to start by saying what a pleasure it was to participate in all these ceremonies across the district graduation promotion it was great to see our high school seniors in the adult school those graduating with their high school diploma I will say I never made it more well behaved respectful grouper students as I did these last week and so I want to congratulate all of them and wish him the best in their next Endeavors are those being promoted on to the next grade level so thank you I'll tell everyone next time we do this doctor Kennard who will be doing the presentation on the California Loco in the theaters and so I'm at this time I'm going to turn it over to dr. Kennard good evening we're president but I have my board members superintendent dr. Alvarez and all those in attendance tonight thank you for the opportunity to present to you the information regarding the California local indicators next time please tonight we'll be reviewing local indicator definition and the connection to the El Cap day performance standards for the local indicator the state versus local indicator and the acid a local indicator data next month I wanted to start off with the definition regarding the local indicators and so when data is not collected at the state level four goal control funding formula priorities the district will measure and report its progress through the dashboard based on locally collected data so they're State collected data and there's no data so that's what we're going to report on to Annex light please the elk have connection with the local indicators as you can see there the dashboard provides information on the district's areas of strength and Airy the local data provides additional information to help inform the El Cap all with the goal of improve student outcomes exciting so the performance standards for the local indicators are to annually measure the progress report the results at a regularly scheduled board meeting and upload and publicly report the results through the dashboard the state and local indicators are used to measure the district and site performance so there two types of indicators State indicators which are based on data that is collected consistently across the state so for example that would be as back data or absentee data are attendance data the other a type of the indicator is a local indicator that is based on data collected at the local level and those are just priorities 1 2 3 6 and 7 of the state priorities so we can go to the next flight and I'll show you the same information in a different format this table indicate that the priorities are in the First Column the state indicator is in the second column and then the local indicators are in the last column in red as you can see there so the state indicators are at did the S back the elpac graduation rate those types of information data that is collected consistently across the district across the state I should say and then the local data would be those that are on the right turn engagement implementation of the standards the climate the local climate survey that's a type of data that will be responsible reporting on tonight so back at the local Inn Peter our priority number one it has to do with teachers or Cheerios and Facilities kind of the Williams of the Williams Act and so that it has zero Miss assignment a zero students without access to their a standards-aligned materials and 0 instances where facilities did not meet the minimum of good repair standard priority to implementation of the state standards so there is bear levels of implementation so we would have a number 5 full album and patient of the English language arts and math is science and ELD all indicative of the textbook adoptions that the book has a the board has approved in the most recent years and we would say a number three and then she'll implementation for social science as the textbook adoption is scheduled for the 2122 school year 30 number 3 the parent and family engagement so we have a number three initial implementation and number for Full implementation on the areas of building relationships building Partnerships and seeking input but for decision-making this priority is broken down into three different areas and based on our survey is based on our conversations and our start interaction collaboration with our stakeholders are those would be the areas where back it would fall into a parent and family engagement and then finishing off of local indicators of school climate I want to spend here with them are basset administered in El Cap survey to grade students in grades six through 12 and this survey yelled at 329 responses in this was done in May of 2021 what strengths according to the participants that the students have participated in the survey is that the teacher they filled their teachers care 94% strongly agree or great that they're their teachers care about them 89% strongly agree or agree that the school provides them with enough access to technology and 85% strongly agree or agree that the teachers work hard to make sure that all students are learning areas of butt Improvement need of improvement for Bassett would be in the area of when you need someone to talk to or you need help you find someone to talk with only 36% of our students said yeah I'm so so that is an area that we would definitely need to improve upon in the area of I enjoy attending school only 53% agreed or strongly agreed and 54% agreed or strongly agree wait on them feeling that they belong or are included in activities so those are very informative for us and them as I can go on to the next five but this was again indicators that were with them provide us data and information as we develop the alcohol course of study abroad course of study until all tk8 grades have access to a broad course of studies as defined by the ad code listed there in grades 9 through 12 are they have access to a broad course of studies however a recent fpm review identify why do I need for English Learners to receive both ELD and access to other electives as a sight master schedule we've been working with the high school administrators and the site master schedule has been revised to reflect that change and the last line I just want to thank you again for the opportunity to present information regarding our local indicators if there are any questions I'm happy that to answer give us one second little bit of technical difficulties you hear me dr. Cunard distiller on the areas that we need to improve what are the plants to work on that cuz I came from the students correct yes thank you thank you Miss Rivera those that that date it was taken from the student surveys and so we've done several things one of the relo plan also addresses this issue and so we have a new program at the intitle thrively there at the high school for secondary students I should say 6 through 12 and it's B students social emotional and many of the items that we put together in the yellow package of plan that we resent submitted and approved was too to do exactly this to to reconnect with our students and to re-engage our students as far as the instructional piece professional development will be and it's going to Usher this little bit more with the El Cap but one of the areas that we've identified and professional development is we've spent a couple of years now focusing on the tenants and the practices of plc's and will be we feel like we're very well-versed in that now and will be shifting our Focus to lesson development to include an SEL components or social emotional learning component and each of our lessons so we'll be providing teachers with them professional development to include that as well as integrated ELD and to their lessons is it going to be a person a person helping that because it's to me it's alarmy that's 53% of the students and only 53 enjoyed attending school and only 54 students feel like they belong or are included and and that's kind of alarming at concerning to me we should have hired absolutely absolutely agree 100% with that and so one of the things that we want to do is we have this fall kickoff on part of the Again part of Ariana the school plan is to have two full days prior to school and to eat for the sole purpose of face-to-face reconnecting re-engaging our students but it would have to go way beyond that that would just be the kick-off that would just be the initial plan but having our students having our teachers receive the professional development necessary and we just had a full professional development in the entitled capturing his heart's at again that was the title speaks for itself recapturing or capturing kids Hearts it speaks to everything that we do in in the in the manner in which we do that to focus on the students social emotional need so are our Focus I guess in a in a nutshell is to say that we are focusing now on the professional development to support our staff both classified and certificated and I to address these needs thank you you're welcome okay thank see a presentation this evening as you will see in the presentation the district will file A+ certification on the adopted budget that will be coming up soon and tonight she will be presenting also those next steps again this was a lot of work and included all of the one-time money you're going to see several slides that will walk you on this extensive process and it also included many of the elements from our meetings with the community and staff are our Staples station work that we continue working so with that hot sauce and thank you for everything that you've done all of the the time that you've put in it and just received a very good job review I think the board will be very pleased thank you so much thank you Miss Buell we move onto item number 7 for the recognition we are going members and community members this year we wanted to Although our board members are board meetings are being held in a different format and normally we would have our employees present to honor the and recognize them for their recognition but we did feel that it was at least necessary to see some sort of presentation acknowledging our employees of the year and this year we had our we held Archie teacher of the year nominations as well as our classified employee of the year nomination and I would like to share with the board those individuals and we would like to congratulate this year's District teacher of the year Miss Lorraine orosz us miss lurina Rosa Sanchez elementary teacher and Morena Rosa was voted by herself open Piers they're at Sunkist as their site teacher of the year and as you know or you may or may not know each of our sight teachers then proceed with interviewing for our district teacher of the year selection and so Miss Rose. selected as this year's District teacher of the year so on behalf of the district would like to congratulate Mr I know Rosa last year we were not able to hold our are recognized last year's District Teacher of the Year miss Heather Felix so we did want to honor Miss Heather Felix this year Miss Heather Felix is a teacher at Don Julian Elementary and we would like to congratulate Miss Heather Buicks Hazard 2019 2020 teacher of the year and this year each of the site I held interviews and I'm praying each of those sites have their own a site selection process and are Child Development site teacher of the year is Miss Angela Romero we would like to congratulate Miss Angela Romero for being selected as child development teacher of the year for Edgewood Academy teacher of the year we have Miss Jennifer Hagopian a congratulations Miss of opium for being selected as Edgewood teacher of the year and this year's Bassett Adult School site nominee what year is mr. Steve Munoz congratulations mr. Munoz on being selected as Bassett Adult School teacher of the year and next I would like to recognize our class state employees of the year and these individuals were selected as our overall District classified employees of the Year these individuals were voted by all of the classified unit member again last year we were not able to recognize the 2019-2020 classified employee of the year so we would like to congratulate Miss Jennifer Romero instructional assistant for being nominated as our 2019-2020 classified employee and this year's 2020 2021 employee of the year is mr. David McCulley and McCulley is a maintenance worker congratulations Mr McCully for being recognized District classified employee of the year for 2021 this year we would like to honor our retirees are both our class find and certificated are these individuals retired between the beginning of the school year and this June school year Miss Edith malaiba and Venice secretary congratulations to miss Lively and thank you for 14 years of service to our district and mr. Timothy site maintenance worker likes what I just checked for 29 years we would like to recognize Edith and mr. Sykes and thank them for their years of service charges strip and this year we have our certificated retirees starting with Miss Diane McCann are speech language pathologist Miss McConnell has served in our district for 35 years mr. Francisco where's that teacher at Don Julian Elementary mr. right there has served in our district 28 years Miss Isabel rate teacher at Don Julian Elementary Reyes has served in our district for 25 years and Miss Claire Camargo teacher at Sunkist Elementary at 25 years of service in our district and finally El Pato Hill Maria Alvarado has served in our district as a child development teacher for 5 years so we would like to thank our certificate hated retirees and teachers I'm for all of their years of service to our students and community thank you thank you man we left so we do have high demand for recognition or student board Representatives unfortunately there were not available so we will agenda is it again the near future and hopefully they'll be able to join us 39 x 4 item number 8 with the communication we have none this time around and now we go to item number 9 public comments remove integration welcomes input from the public in order to conduct District business and Nora Lee Manor or the privacy and safety of the speakers and to help staff respond more directly before policies require the public presentations to the board comply with certain futuristic booty speakers made dress only items that are within the subject matter jurisdiction of the board when addressing the board stickers are requested to States are named dressing for from podium in here to the applicable time limit of three minutes total time allotted for public input on either agenda or non agenda items it has been 20 minutes before discussion with the board first up we have the bathroom community for this I need to speak to you first I'll see you see a I would like to congratulate our honorees and are retiring both certificated and testified well-earned and we all hope that you are happy in your direction just to get an update to the board cucino District continue to negotiate we have had a couple of very leave the bait and we will continue as a sound Michael Dawn unfortunately due to covid we did start a little late and we are trying to make sure that we make up for lost time during our discussions csca was surprised and to learn that the district will reduce further cuts on sissy positions and reducing a couple positions as well winter stand that the district even though it will have a certified budget is still in financial hardship and is always willing to discuss options to help out the district to include talking about positions and Leo but she said always holds that that has to be the last resort because we are talking about jobs oh the upcoming Cuts will affect security at our cool and csas is of the opinion that the safety of our students is up most important and that also adds to the education process overall so when these security positions come before you please think about the domino effect that I will have on our students another reduction will be our athletic trainer and again that will have a double stacked on our student-athletes because when it comes before you please consider domino effect on that position as well I thank you for your time and I hope that next year will be a better and brighter future thank you Human Service them do this that I really do forget but I wanted to say Miss McConnell that she's retiring for her love of the profession and lava boy children that I was happy to be able to be part of with my grandbaby so I just wanted to thank her I already did in person I was able to see her and talk to her but again and thank you Miss McConnell if you're listening just wanted to pass want it now then my daughter will be leaving to another school district thank you Miss Valdez and Miss lands for that I wanted to thank Miss Chan wrong they were seventh grade teachers that really grabbed her in a moment with she was beginning to fall behind and were able to capture your interest again in school and love for Education Mr be alone has done an amazing job with her with now she even though some children have regressed with the covid-19 virus somehow challenges throwing out her put her off and mouth has been crazy easiest subject and is very well prepare for was coming I had Miss Gonzalez a wonderful teacher a little bit more training I think she will get there mister Reyes all the love and respect because you do care for your students and give them time and the love and compassion and above all you teach him the foundations of education so I wanted to say that before I thought that I wanted to do a comment on left or meeting that I did not attend that I got an earful from community that Wendy from Margo apparently she wants some sort of voting within the union and again wants to reinstate that without teachers the world that's not turn how ignorant of her say that and continue to police Dodge Miss Camargo I have you on video harassing Karen that was ultimately thrown out of the district or I will be putting that on live in exposing you and for the features that refused to take control of their Union there's nothing I can do for you and the path I said evil only happen to put people they don't sit on their hands and do nothing is my heart if you're in the video with a big ol smile so that'll go Life 2 only here in can you have a hot head of 5150 admission to strike or I continue someplace from parents and students and still be employed at the edge with mr. Simpson mr. Dave Abate Jenny 1 work for you actually spent this don't let the doorknob hit you where the good Lord split you should be in jail but by you got to weigh murder also 30 years of mental abuse at Edgewood needs to be addressed it will be address I wanted to speak on the protest that I am entitled to after Nora solution for narrow three years at the district Michigan Sione I'm not sure exactly how many degrees you have felt like taking Sue's two degrees and still she cannot understand El Cap so maybe too many degrees makes you a little slow I have a right to go to everybody's house but about people you're the one that runs around with it like a chicken without his head screaming and trying to run away change the message from Sean abuse which is very dear to my heart and personal to it's all about you I'm not going to allow that and I won't play that game so yeah that's a note to sitting with your lying soul to all our cattle I mean kiddos as you call them are cattle they're not ghetto they're their children they would receive dignity and respect professionalism that's all we've always ask for but but if teachers don't do that that's not only unethical and unprofessional and abusive it's actually illegal and I hope that the new policies that are coming in for the new school year will include mandated reporting accountability to all those that turn a blind eye you think with them friends in the school grounds to put a stop to child abuse and tune understanding that the reason there's walls and chairs that you're spending your rear ends on is because students the state of California clear on education for children and last time I checked the book was written basically for that and everything else is come afterwards so as long as we get back to your Miss Wendy I think we might have a chance of getting to understand each other now that you're probably going to take the presidency of the Union because myself. Flores evening passage mean I hope everyone is doing well is a great week for a student graduate and also those promoting overall it was a great it was it is crazy students you know back on campus in a little bit and the school year has now ended I did have the privilege and honor to attend the district graduations and promotion thoroughly enjoyed them talking with parents and seeing the awards and just seeing the smiles on the kids faces with their accomplishments Rodger relations to all of our students we are so proud of you for all your accomplishments and I wish all our student graduates and those promoting the best of luck as they begin to write the next chapter in their lives Revelations fall Awards and recognition store teachers classified employees to our certificate in classified retirees we wish you all the best in your future endeavors that's what I'd like to remind you that tomorrow Wednesday June 16th is our first covid-19 vaccine clinic for students and families will be held at Bassett High School there was a flyer that went out there will also be a second dose clinic on Wednesday June July 7th from 8 to 12 this is all been made possible through a partnership they had with the East Valley Community Health Center and East Valley will be providing the Pfizer vaccine which is approved for students ages 12 years of age and older thank you again. for your time goodnight thank you glorious hope next we have a miserable good evening. The community I like to I would like to congratulate all the students that were promoted and graduated and started from Child Development on the way to our adult school congratulations I know you off work hard and you did it you got your diploma as you got promoted and your on your new onto a new brand new levels and new adventure I also like to congratulate all our teachers and especially the teacher of the year and it still says a well-deserved water we are honored to have you as one of our teachers here you are and to the retirees condo your great speech on teacher is going to be hard losing you and all the other teachers that are retiring mr. Huerta you've been a great teacher also you hopped a lot of r students get through a lot of days sorry to see you retiring and I miss Angela Romero Head Start a well-deserved honor also have the honor of seeing you before I had some of my family members and you're a grade teacher you prepare the students to continue and their education and to love education and to love school thank you very much for all that due to our students and you deserve that honor the to everybody that is retiring at where saturation you leave to those that got award congratulations day classic hi David I will call if I work with you I know hard work congratulations into it last year's winner also congratulations also an honor to serve and I must not forgiveness of go get special ed teacher you are great with our students with our special ed student thank you for all you do for them and now. accusation that these children Danger yes my address is public but you talk Ducks their addresses is to encourage the community to come over and have the family answer the district issues invites Island I conscientiously followed what was done by The District in the situation as I was told because it bothered me that I must be missing something is everywhere from the board whenever didn't do it to others one of them to two teachers going teachers as evidenced by the second the three of us legal report remember that you and I went through it Page by page with the first of the recommendations we're done immediately I can change it the recipe and when we did not know that our teacher that was the subject of suggested harassment and bullying I do know the price was doing homework while she's no longer with us those memories as recounted by those numerous young people we've also heard employee share their story of alleged bullying and retaliation of infection I've had so many calls over the years of the fear of retaliation that it's made me so very frustrated that I've not been able to stop it until now under new leadership. rewrite the parents but I believe that we should get a chance to change the historical atmosphere Affair here know he could do nothing about the danger that my family has been put under but he has done all he can within the parameters of the law of contracts dealing with issues that come with but I'm still at Target it's sad I shared with you that I ran to effect positive change in the received power recently get my portrait up in the that's just what they did for my parents continuous volunteering at Bassett unified to reading scale troops to my brother's participation the largest largest volunteer search and team in the country to my volunteering on the national arts program that recognizes recognizes excellence in students to my sister's going to a local soccer leadership as well as leading Scout Troops my family was ranked December to attempt I will continue to speak out against hate bullying I will continue to support an equity and equality project question as indicated by my history loading I will vote in favor of what is right for the students and against any contracts this is really funny because it all started I came under Fire when I quest of the copy of this document I came under Fire I never did get it but the attacks grew and changed as I continue to grow legitimate defense yes I have experienced first-hand here but I hope I have faced a doctor vulture he is an honorable man and seeks to do what he can to buy as a cancer survivor I have to live in Hope every single day and while we will continue to do this how much pray for the safety of those in my house and I ask for your prayers for them as well good night thank you mister angione and then I'll leave first and foremost I do want to congratulate congratulations of course Star Classified employee America last year and this year Dave congratulation for those of specwar retiring I do wish you the best well I mean it's just the years wow thank you for everything you've done for a district we would truly appreciate it it was nice that they're not here right now but I was very nice to meet her soon enough has ended is that at the graduation and actually put a face on the students who has share the monthly reports that was pretty cool go to a graduation and promotion did you around it was beautiful to see what are what are schools were doing in order to of course to promote and Flash graduate our kiddos it was it was it was awesome it was awesome I think that our parents really needed this course really needed this seen their faces seen all that sheer going around it was just it was great to see you and I think expect to be every year around this time it does remind us of why we are here you know it's it's kind of the end product with the ending of one state which will lead to the beginning of a different stage and to see the kiddos they were graduating from Buena Vista to me it just means it's extremely meaning A to Z also the adults were graduating with a high school diploma from the I'm the adult school some coming up with their with their own kids with mohawk 150 and of course I don't kids from the high school it was just what's the date for that was few days full of joy and I do appreciate that I do want to thank everyone of course made all of this happen because a lot of people of course have to help out it was a lot of moving pieces what do we do appreciate that again thank you for everything that everyone is doing our teachers to our employees or management team is everyone thank you everyone and do all of the dads out there I hope you all have a great Father's Day weekend at the upcoming weekend that beat that we will move on to the item number 11 notice of public hearings I don't want to hit and open open public hearing for the local control and accountability from yoga as required by the Board of Education will hold a public hearing to receive comments from the public regarding the local control and accountability and Bo cap before I open the meeting we're going to have a presentation by Dr Medina Kinard a good evening again everybody and then thank you for the opportunity I'd like to present some information regarding the El Cap tonight if we can go ahead and start thank you so much so I we're going to talk a little bit about the El Cap if we can go on to the second fight thank you I'd like to begin with some El Cap basic a major component of the alcap are it's cool Bassett has collaborated with stakeholders and identified three broad goals as you can see here go lay is all students will learn at high levels go to Bassett Unified School District will be safe and student-centered for all angles C students will graduate college and career ready thank you there are several sections to the new El Cap template previously in the El Cap template there were three main sections there was the annual update and then there was a stakeholder engagement portion and then lastly there was the goals actions and services section of the new plan as you can see includes a few more pieces especially this year we have here a budget overview for parents the El Cap annual update and last year we completed a report that learning continuity plan and so we completed an annual update for that as well and then on to the actual El Cap what you see here is a screenshot of the online plan index and I'd like to just point out here if you could do you know it's a little bit small but the first item there is the budget overview for parents that I spoke of the annual update and in that section we uploaded both the update for the learning continuity plan and the update for the El Cap from 2019-20 a little bit further down you see that there's a section there for the golden actions and a couple of sections down from there you'll see the stakeholder engagement the components are still there from the original this new template just has a section additional sections for us to complete even talked a little bit first about the a closer look at the El Cap annual update and what I have here is just a screenshot of the annual update the metric so go you'll see here go one at Rick's and you can see down below it says annual measurable outcomes so right above that table the pink table there is his annual measurable outcomes and yet there's a column there for what we anticipated or what we expected would be our expenditures and then the column next to it Where What Where are actual are these are not expenditures I'm sorry this is our expected outcomes and then what actual outcome the next side will talk about expenditures but in a nutshell D annual update talks about what you plan to do and how you plan to measure it and then what you actually did and how we spend the funding was spent so the next flight will show the planned expenditures and the actual expenditures these two screenshots or just a snippet of what you will find in the annual update for the Elkhart next time please bunch of talk a little bit about the El Cap stakeholder engagement process there were various meetings that were held to engage our stakeholders and this slide shows that that we had the first the first quadrant here shows that we be met with certificated and classified staff are bargaining unit leaders be tints they sell but executive director our administrators we also had a stakeholder meetings for our parent advisory committee and dulac and parent and community members as a whole we also had several surveys that we administered during the I'm a Staff survey a student survey and the community survey the student survey is what I spoke of earlier with the local indicators and then we did what we called the El Cap Roadshow we go to our site coffee with the principles and we present and engage our stakeholders at that their venues there as well the side in front of you now shows the actual schedule for El Cap stakeholder meetings you can see their the first section is with our self executive director and our labor Partners the next is our El Cap all stakeholders meeting we did have a specific parent advisory committee as well as a d like meeting and then all of the coffee with the principals and those were the dates that we met with all of our stakeholders the next section in the elk top is actions there at it's a section where we talked about actions for each of the goals the El Cap and it's warm as we see it is a draft We are continuing to work with me I can put tonight on it from the public hearing as well as working with Lako to clarify and perhaps add some additional details but I just wanted to mention that as we go forward this again are the El Cap goal students will learn it all students will learn at high levels Gobi Bassett will be safe and student-centered for all and go see students will graduate college we're ready this light up again because the next slide shows the actual actions that are in the El Cap so this is the screenshot again of El Cap gold and the actions that are listed there in previous years we've had 2021 actions for our goals so this year as you can see we've reduced the actions by combining some of the items in each of those actions I'd like to if I could very quickly just just go over the seven actions for go lay all students will learn at high levels the first action addresses increase student achievement the second is for intervention the third addresses enrichment opportunities the fourth English longer progress V additional resources including our library and Technology access R6 is class size reduction and AP courses and The Last Action for this goal addresses our base program which is our materials facilities and properly assigned credentialed teachers Again part of our local indicators a lot of information I know I apologize for that but this next fight is the El Cap goby actions and in this goal if you remember it's about Bassett being a safe it's entered an instance entered for all so there are five actions in this goal this talks about increase attendance and reducing chronic absenteeism social emotional well-being safe an orderly campus and the wellness program which is our Elementary and Middle School athletic program you can see there for each action there's a description and do we have the link here if we'd like to go through but Dad this is just a screenshot of what you see when you go into the outcast and the last one El Cap go see students will graduate in college and career-ready here are going to our actions are College and Career in Richmond DTE Pathways in College and Career and language
